*कोरोना की आड़ में*
मानवीय मू्ल्यों पर आधारित सामाजिक व्यवस्था नितान्त आवश्यक है, इस बात से किसी को भी एतराज नहीं होना चाहिए। दिनांक 24.04.2020 को अखबारों में प्रकाशित सुप्रीम कोर्ट के जजों द्वारा आरक्षण के सम्बन्ध में रखा गया विचार स्वागत योग्य होना चाहिए मगर ऐसा हो नहीं पा रहा है। जब सारी दुनिया में वायरस (जानलेवा) के कारण त्राहि त्राहि मची हुई है तब जन प्रतिनिधियों की आवाज सुप्रीम कोर्ट के जज उठा रहे हैं। *इससे इन जजों की संवेदनशीलता का स्तर साफ दिखायी पड़ रहा है और ये भी मालूम पड़ रहा है कि ठहरे हुये पानी में कंकड़ फेंक कर लहरों को आयाम देने का दिशा निर्देश कहाँ से प्राप्त हो रहा है।*
जहाँ तक समीक्षा की बात है जरूर होनी चाहिए और इसे अपनी मन चाही जगह से विषय उठाकर नहीं करनी चाहिए बल्कि आरक्षण की प्रक्रिया जब से आरम्भ हुयी है तब से आरक्षित सीटों पर पूरी भर्ती क्यों नहीं की गयी, इसे भी संज्ञान में लेना चाहिये। हो सकता है इसका सीधा और सरल जवाब ये मिले कि लोग उपलब्ध नहीं थे, यदि उपलब्ध थे तो योग्य नहीं थे। उस समय जो लोग भी भर्ती करने के लिये जिम्मेदार थे उनकी मानसिकता की समीक्षा अवश्य होनी चाहिए। योग्य लोगों को कई कई वर्षों तक अयोग्य घोषित करके बैक लाग बनाया और बाद में सामान्य वर्ग के लोगों को भर्ती करके बदले की भावना से काम करने वाले लोगों के मानसिक स्तर की समीक्षा अवश्य ही होनी चाहिए।
पिछड़े वर्ग के लोगों को क्रीमी लेयर की अँधेरी सुरंग में जिस तरह से धकेलकर अपने मानसिक दीवालियेपन का परिचय दिया है उसकी समीक्षा अवश्य होनी चाहिए। क्रीमी लेयर एक ऐसा हथियार है जिसकी परिणति से पिछड़े वर्ग के लोग अभी तक नहीं उबर पाये हैं। जो धनवान हैं और पढ़लिख करके प्रतियोगी परीक्षाओं में प्रतिभागी बन सकते हैं। परन्तु क्रीमी लेयर के माध्यम से उनके पंख कतर दिये गये हैं और जो पिछड़े वर्ग का निर्धन तबका है वह धनाभाव के कारण इतनी शिक्षा ही ग्रहण नहीं कर पाया कि वह प्रतियोगी परीक्षाओं में प्रतिभागी बन सके। ठीक इसी तरह का खेल अनुसूचित जाति व जन जाति के साथ खेलने की तैयारी कर ली गयी है।
सबसे पहले समीक्षा इस बात की होनी चाहिये कि पूरे देश में कितने केस कोर्ट कचहरी में निस्तारण के लिये बाकी हैं या लंबित हैं। *इन केसों की पिछले 70 वर्षों में बढ़ती हुई संख्या क्या इस बात की ओ र संकेत नहीं करती है कि न्यायिक पदों पर बैठे हुए लोग किसी की सिफारिश से भर्ती किये गये हैं और अयोग्य हैं। (अपवाद इनमें भी हैं)*
ये आरक्षण का मामला अनुसूचित जाति, जन जाति व अन्य पिछड़ा वर्ग को ही प्रभावित नहीं करता है बल्कि सम्पूर्ण सवर्ण समाज को भी प्रभावित करता है। न्यायिक व्यवस्था और प्रशासनिक व्यवस्था (सिविल सर्विसेज) में केवल और केवल वही कुछ खास परिवार ही क्यों निरन्तरता बनाये हुये हैं जो सन 1947 की आजादी के बाद से जमे हुए हैं। *सवर्ण समाज की मुगल काल से लेकर अंग्रेजों के शासन काल तक तथा आजादी के 70 वर्षों बाद भी 80 से 90% आबादी आर्थिक रूप से कमजोर क्यों है ? इसकी भी समीक्षा होनी चाहिये। मात्र सवर्ण होने के कारण उनका भावनात्मक शोषण नहीं करना चाहिये।* उन्हें क्यों बार बार मूल समाज के सामने संघर्ष करने के लिये खड़ा किया जाता है ? समरसता के नाम पर समता के रास्ते में काँटे क्यों बिछाये जाते हैं ?
हमारे देश के हुक्मरान राष्ट्रीय तथा राज्य स्तर के तमाम पुरस्कार वितरण करते रहते हैं। क्या वे *'अंधा बाँटे रेवड़ी'* वाली कहावत नहीं चरितार्थ करते हैं क्योंकि ये पुरस्कार उसी विचारधारा वाले व्यक्ति को ज्यादा मिलते हैं जिसकी राज्य और केन्द्र में सरकार होती है। इसकी भी समीक्षा बहुत जरूरी है।
*न्यायिक व्यवस्था और प्रशासनिक व्यवस्था से अवकाश प्राप्त करने के बाद कौन कौन लोग राज्य सभा और लोकसभा में पहुँचे हैं तथा कौन कौन व्यक्ति अलग अलग राज्यों के गवर्नर नियुक्त किये गये हैं। उनके पूरे सर्विस के दौरान किये गये कार्यों की समीक्षा की जानी चाहिए। समाज सेवा और जन सेवा के नाम पर कब्र में पाँव लटकने तक सुख भोगने की व्यवस्था पर लगाम लगाना आवश्यक है वरना ये अपना लोकतंत्र मखौल बनकर रह जायेगा।*
परिस्थितियाँ संकेत करतीं हैं कि हम पुनः अंग्रेजों की गुलामी वाले युग में प्रवेश कर रहे हैं। किन्हीं मामलों में तो अंग्रेजों का समय बहुत अच्छा था वरना स्त्रियों की क्या हालत होती, कोई कुछ कह नहीं सकता। *मेरा तो आशय भारत छोड़ो आन्दोलन से सम्बन्धित था।*
चन्द धन्नासेठ लोग देश की अर्थव्यवस्था को तहस नहस करके अवर्णों और सवर्णों के बीच खाई गहराने का काम कर रहे हैं। इसे भी सम्पूर्ण भारतवासियों को समझने की आवश्यकता है। इन धन्नासेठों में वे लोग भी शामिल हैं जो बड़े बड़े मन्दिरों में, व्यापारिक प्रतिष्ठानों की दौलत पर कुण्डली मारकर बैठे हुये हैं। *छोटे व्यापारी अपने आप को धन्नासेठ समझने की गलतफहमी में न रहें।* समीक्षा होगी तो आपका अस्तित्व कहीं नजर नहीं आयेगा। आपको नकार दिया जायेगा।
घुमंतू जातियाँ जो अपने आपको महाराणा प्रताप का वंशज मानती हैं। अंग्रेजों के जमाने में उन्हें किसके इशारे पर जरायम पेशा घोषित किया गया था और जरायम पेशा अधिनियम (Criminal Tribe Act 1824) समाप्त हो गया है तो पूरे देश में पुलिस क्यों ऐसे बे सहारा लोगों को शक के आधार पर मार मार कर अधमरा कर देती है और जेल में डाल देती है। *70 सालों से यही होता चला आ रहा है। क्या इसकी समीक्षा नहीं होनी चाहिए ?*
पिछले 70 वर्षों से जो लोग जेलों में बन्द किये गये हैं उनमें से कितने के अपराध सिद्ध हुये हैं और कितने निरपराध जेलों में ही अपना पूरा जीवन व्यतीत कर रहे हैं, क्या इसकी समीक्षा नहीं होनी चाहिये ? इसके लिये पहले से माइंड सेट (Mind Set) करके बैठे हुये न्यायाधीशों के पास समय नहीं है। *वे इस कोरोना जैसे वायरस द्वारा उत्पन्न की गयी परिस्थितियों का दोहन करना चाहते हैं और भविष्य में अपनी सीट लोकसभा, राज्यसभा या गवर्नर पद के लिये सुरक्षित रखना चाहते हैं इसीलिए सीमाएँ लाँघ रहे हैं।*
सुप्रीम कोर्ट या अन्य अदालतों के न्यायाधीश जो ये समझते हैं कि उनके ऊपर कोई अंकुश नहीं लगा सकता तो उन्हें इस गलत फहमी से बाहर निकलना चाहिये। अब जमाना बदल गया है जो कभी घर में चैन से बैठकर अपने घर परिवार वालों का हाल नहीं ले सकते थे उन्हें बाहर घूमना ही अच्छा लगता था, *कोरोना ने उनके पैर जंजीरों से जकड़ दिये हैं।* अब वे बाहर घूमने के लिये कितना भी तिलमिलायें मगर उनकी हिम्मत नहीं है कि बाहर निकलें। *संभवतः ऐसे वायरस का भी निर्माण हो सकता है जो केवल पूँजीपतियों और भेदभाव करने वालों पर ही आक्रमण करे तब ऐसे लोगों का क्या होगा जो भेदभाव की दीवार बनाने के लिये ईंट गारा लेकर मजदूर की तरह खड़े हुये हैं।*
ये इस देश की जनता है जो सब कुछ समझ चुकी है। अब तो बस वक्त का इन्तजार है कि कब हमारे देश का माहौल सदभावपूर्ण होगा। *इस कोरोना वायरस की आड़ में कुछ लोग झाड़ में छिपे हुये बैठे तथ्यहीन रचनाओं को अंजाम देने का प्रयास कर रहे हैं।* अब इस देश की जनता को समझना है कि वो किस हद तक मानसिक गुलाम बनी रहना चाहती है।
जिन लोगों को वाम पंथ और दक्षिण पंथ में उलझाकर रखा गया है वे चाहे किसी भी जाति व धर्म के क्यों न हों उन्हें पालतू कुत्तों के बारे में इतना ज्ञान अवश्य होना चाहिये कि जब ये कुत्ते अपने मालिक के साथ प्रातः भ्रमण पर निकलते हैं तो वे हर अनजान व्यक्ति को देख कर इस तरह से भौंकते हैं कि उनके मालिक को ये आभास हो जाये कि जब कोई चोर उचक्का घर में घुसेगा तो ये अवश्य ही भौंक कर घर वालों को चौकन्ना कर देगा। ये संदर्भ मैंने किसी को भी इंगित नहीं किया है। मात्र एक जानवर की सुलभ सहज आदत को बताया है। जो लोग अलग अलग संगठनों की आम से भरी हुई टोकरी सिर पर रख कर चल रहे हैं। ये संगठन सरकारी, गैर सरकारी तथा सामाजिक और धार्मिक भी हो सकते हैं।
उन्हें कुछ कदम चलकर सिर पर रखी हुई टोकरी की जाँच पड़ताल अवश्य कर लेनी चाहिये कि कहीं कोई आम सड़ तो नहीं गया है तो उसे निकाल कर तुरन्त बाहर फेंक देना चाहिए नहीं तो उसके साथ अन्य आमों की भी सड़ने की सम्भावना हमेशा बनी रहेगी और गन्तव्य तक पहुँचने तक अन्य आमों की दशा भी आपके क्रिया कलापों पर निर्भर करती है। *कोरोना जैसे वायरस से लड़ने के लिये सरकार द्वारा उठाये गये कदमों की अवहेलना बिल्कुल न करें। अपने को सुरक्षित रखें तथा दूसरे को सुरक्षित रहने में सहयोग (Cooperation) तथा समन्वय (Coordination) स्थापित करें।*

*Under The Guise Of Corona*
No one should object to the fact that a social system based on human values is absolutely necessary. The views put forth by the judges of the Supreme Court regarding reservation published in the newspapers on 24.04.2020 should be welcome but it is not happening. When the whole world is in panic due to the virus (deadly), then the judges of the Supreme Court are raising the voice of the people's representatives. Due to this, the level of sensitivity of these judges is clearly visible and it is also known from where the guidelines are being given to give amplitude to the waves by throwing pebbles in the stagnant water.
As far as the review is concerned, it must be done and it should not be done by raising the subject from the place of its choice, but since the process of reservation has started since then why the full recruitment has not been done on the reserved seats, it should also be taken into account. The simple and straightforward answer may be that people were not available, if they were available, they were not qualified. At that time the mentality of those who were responsible for recruitment must be reviewed. Backlog created by disqualifying eligible people for many years and later by recruiting general category people, there must be a review of the mental level of people working in a vendetta.
There must be a review of the way in which the people of the backward classes have shown their mental insolvency by pushing them into the dark tunnel of the creamy layer. Creamy layer is a weapon from which the people of the backward classes have not yet recovered from the result. Those who are rich and can become a participant in competitive examinations by doing education. But their wings have been sheared through the creamy layer and the poor section of the backward class, due to lack of money, could not get enough education to become a participant in competitive examinations. Preparations have been made to play a similar game with Scheduled Castes and Scheduled Tribes.
First of all, there should be a review of how many cases are pending or pending for disposal in the courts across the country. *Does the increasing number of these cases in the last 70 years not indicate that the people holding judicial posts have been recruited on the recommendation of someone and are ineligible. (There are exceptions to these too)*
This issue of reservation does not only affect the Scheduled Tribes, Scheduled Castes and Other Backward Classes but also affects the entire upper caste society. Why only and only those certain families are maintaining continuity in the judicial system and administrative system (civil services) which have been frozen since Independence of 1947. Why is the upper caste society from the Mughal period to the British rule and even after 70 years of independence, why 80 to 90% of the population is financially weak? This too should be reviewed. They should not be emotionally abused just because they are upper castes* Why are they repeatedly raised to struggle in front of the original society? Why are thorns laid in the path of equality in the name of harmony?
The rulers of our country keep distributing all the awards at the national and state level. Do they not fulfill the proverb of * "Andha bante revdi" * because these rewards are given more to a person with the same ideology who has government in the state and at the center. Its review is also very important.
*After retiring from the judicial system and administrative system, who have reached the Rajya Sabha and the Lok Sabha and who have been appointed governors of different states. The work done during their entire service should be reviewed. In the name of social service and public service, it is necessary to rein in the system of enjoying happiness till the feet hang in the grave, otherwise it will remain as a mockery of its democracy.

A few Dhannasheth people are destroying the economy of the country and are working to deepen the gap between the lower castes and the upper castes. This also needs to be understood by the entire Indians. These Dhannasheths also include those people who are sitting in big temples, on the wealth of business establishments with a horoscope. * Small businessmen should not be under the misunderstanding of thinking of themselves as Dhannaseth. * If there is a review then your existence will not be visible anywhere. You will be rejected.
Nomadic castes who consider themselves descendants of Maharana Pratap.During the British era, on whose behest they were declared as a geriatric profession and the Criminal Tribe Act 1824 has ended, then why do the police in the whole country kill such helpless people on the basis of suspicion. and puts him in jail. * This has been happening for 70 years. For the last 70 years, out of those who have been imprisoned in jails, how many have been proven guilty and how many innocent are spending their whole lives in jails, shouldn't it be reviewed? For this, the judges sitting with the mind set in advance do not have time. * They want to exploit the circumstances created by this virus like corona and want to secure their seat for the post of Lok Sabha, Rajya Sabha or Governor in future, that's why they are crossing the limits.
Judges of the Supreme Court or other courts who think that no one can control them, then they should get out of this misconception.
