*स्किल इंडिया बनाम पिछडों की*
*गुलामी का षड्यंत्र*
बहुजन समाज के लोग प्रयोग धर्मी नहीं हैं। उनको तो जो काम बता दिया जाये उसे वे बड़ी तन्मयता से करते हैं। वे उसके परिणाम के बारे में ज्यादा सोच नहीं पाते हैं क्यों कि उनके मन में किसी के प्रति कटुता का भाव नहीं होता है।* जिनमें कटुता का भाव होता है वे ऊँचे बनो आन्दोलन का शिकार हो चुके हैं। वे वर्ण व्यवस्था के अनुसार तो शूद्र की श्रेणी में आते हैं लेकिन उनके ऊपर नकली क्षत्रिय होने का आवरण चढ़ा दिया गया है।
यही कारण है कि वर्तमान में अनुसूचित जाति कहे जाने वाले लोगों पर सबसे ज्यादा अत्याचार तो अन्य पिछड़े वर्ग के लोग ही कर रहे हैं। इसकी आधारशिला आज की नहीं बल्कि कई पीढ़ियों पहले ही रखी गयी थी और परिणाम आज दिखायी पड़ रहे हैं।*
वर्तमान में जो लोग स्किल इंडिया और स्टार्ट अप इंडिया की बात जोर शोर से उठा रहे हैं उन्हें हो सकता है कि ज्ञात न हो कि ये प्रयोग दलित शोषित समाज के लिये पहले ही लागू हो कर असफल हो चुका है। *यह प्रयोग ठीक उस पुरानी शराब की तरह है जो नई बोतल में डाल कर लुभाने का प्रयास भर किया गया है। बाकी बनाने वालों के बारे में सारी जानकारी अवश्य होगी।*
*कांग्रेस के शासन काल में अनुसूचित जाति के लोगों के विकास के लिये कई योजनायें पहले ही लायी गयीं थीं। उनमें से एक योजना IRDP के नाम से काफी प्रचारित की गयी थी।* इस योजना के अन्तर्गत 4% वार्षिक ब्याज की दर से बैंक और अन्य वित्तीय संस्थान पात्र लोगों को ऋण उपलब्ध कराते थे जिससे गरीबी की मार झेल रहे लोगों को कुछ राहत मिल सके।
यह योजना ग्रामीण क्षेत्रों में रह रहे लोगों के लिये लायी गयी थी। IRDP (Integral Rural development Programme) के तहत जिन लाभार्थियों को ऋण उपलब्ध कराये जाते थे, वे अपने पारिवारिक भरण पोषण के लिये भैंस खरीद सकते थे, परचूनी की दुकान खोल सकते थे तथा इसी तरह के छोटे मोटे कारोबार खोल कर के अपनी जीविका को आराम से चला सकते थे।*
जिन लोगों ने परचूनी आदि की दुकान खोलने के लिये ऋण लिया था उनकी दुकानें छुआछूत के कारण चल नहीं सकीं। *उनके अपने अनुसूचित जाति और अन्य पिछड़े वर्ग के लोग भी इस तरह की छुआछूत को बढ़ाने में भागीदार रहे।* जब वर्तमान में लोग मिट्टी के घड़े के पानी से नहीं उबर पाये हैं तो उस समय के हालात की कल्पना की जा सकती है।
*यहाँ पर एक बात का जिक्र करना बहुत महत्त्वपूर्ण होगा कि पहले पीने के पानी के लिये नल बगैरह नहीं होते थे और कुएँ से ही पानी की आपूर्ति की जाती थी। यदि पानी भरने के लिये एक जाति का व्यक्ति मिट्टी के घड़े के साथ कुएँ से पानी भर रहा है तो दूसरी जाति का व्यक्ति कुएँ पर चढ़ कर पानी नहीं भर सकता था। यदि चढ़ गया तो उसे घड़े की कीमत चुकानी पड़ती थी।*
उस समय एक घड़े की कीमत पच्चीस पैसे अर्थात चार आने ही होती थी। सवर्ण जाति के कुएँ अलग उनके मुहल्ले में ही होते थे। *बुन्देलखण्ड की एक घटना याद आ रही है कि जब ठाकुरों ने कोरियों को पहले पानी नहीं भरने दिया था और काफी जम कर लट्ठबाजी हुयी थी। परिणाम स्वरूप सभी कोरियों ने मिल कर रात भर में अपना कुआँ खोद लिया था।*
उसके बाद अपने ही कुएँ से पानी पिया। विगत साठ वर्षों से वह कुआँ आज भी मौजूद है और अब तो कई जातियों के लोग उस कुएँ के पानी को इस्तेमाल कर रहे हैं। *वर्तमान में शिक्षा के प्रचार प्रसार से ऐसी घटनाओं में कमी आयी है लेकिन दूसरी तरह की घटनाओं मे वृद्धि हुयी है।*
*प्रयोग धर्मी लोग आज भी अपने प्रयोग जारी रखे हुये हैं। जैसे शिक्षा नीति में बदलाव, राज्यों में प्राइमरी स्कूल बन्द कर के अध्यापकों को बेरोजगार करना, इसमें सवर्ण समाज के लोग ज्यादा प्रभावित हो रहे हैं।* पहले IRDP स्कीम के तहत गरीबों को भैंसें खरीदने के लिये ऋण दिया जाता था।
उसके लिये बाकायदा जगह जगह मेलों का आयोजन किया जाता था। इसमें जो लोग भैंस खरीदने जाते थे उनको भैंस पालने का काफी अनुभव होता था। *आजादी के इतने सालों के बाद भी जमींदारों के यहाँ इस तरह के लोग बँधुआ मजदूरों की तरह काम कर रहे हैं और उन्हीं के नाम से ऋण उपलब्ध करवा कर जो भैंसें खरीदी जातीं थीं वे सभी भैंसें उन पुराने जमीदारों के यहाँ ही रखी जाती थीं और ऋण लेने वाले बँधुआ मजदूर वहीं पर रह कर पशुओं की देखभाल करते थे।*
इनमें केवल उन्हीं जातियों को ऋण उपलब्ध कराया जाता था जो पशुपालन के कारोबार से जुड़ी हुयीं थीं। देश के अलग अलग प्रान्तों में अलग अलग जातियाँ आज भी इस काम को कर रही हैं। *यह योजना भी विनोबा भावे की भूदान योजना की तरह फ्लाप हो गयी।*
उस समय जिन जमींदारों ने विनोबा भावे को अपनी जमीन दान में दी थी उसका खूब जोर शोर से प्रचार किया गया। जमींदारों को खूब शोहरत मिली। *जमीन का हस्तांतरण उनके यहाँ काम करने वाले बँधुआ मजदूरों के नाम से हुआ। जिनमें वे बँधुआ मजदूर जीवन पर्यंत वहीं काम करते करते मर खप गये। उनकी संतानें आज भी अपने आप को मुक्त नहीं कर पायी हैं।*
*वर्तमान की युवा पीढ़ी इन बातों से बिल्कुल अनजान है। जो लोग नौकरी पा गये हैं उनके हालात और दलीलें चौंकाने वाली हैं। जातिवाद पर वे अपने अभिभावकों का विरोध करते देखे गये हैं।* उनके साथ काम करने वाले प्राइवेट संस्थानों के सवर्ण समाज के नव युवकों से काफी गहरा दोस्ताना है। सवर्ण समाज के नौकरी करने वाले नव युवक अनुसूचित जाति व अन्य पिछड़े वर्ग के लोगों के साथ में काम करने वाले उन्हीं व्यक्तियों से प्रगाढ़ सम्बन्ध स्थापित करते हैं जिनकी पारिवारिक माली हालत ठीक ठाक है।
अन्य लोगों से सम्बन्ध तो होंगे लेकिन सीमित दायरे में। *अनुसूचित जाति, अनुसूचित जन जाति तथा शूद्र समाज के लोग बिना जाति बताये मन्दिरों में प्रवेश कर सकते हैं। वहाँ कोई भेदभाव नहीं है, ऐसा बताया जाता है और ये बात किसी हद तक सही भी है।* लेकिन जाति उजागर कर के वहाँ पर प्रवेश की अनुमति नहीं है।
ऐसा वितंडावाद एक दो नहीं बल्कि कई वर्षों से चला आ रहा है। *नौकरी पेशा मूल समाज के नव जवान इसी आधार पर कहते हैं कि उनके साथ कोई भेदभाव और छुआछूत नहीं है।* हम भी उनकी इस बात से सहमत हैं लेकिन यही मूल समाज के नव जवान क्या अपनी जाति के नाम पर कोई होटल या कोई दुकान चला कर दिखा सकते हैं। *यदि ऐसा सम्भव है तो मूल समाज के लोगों को ये प्रयोग अवश्य करना चाहिये।*
वे नौकरी करें, उन्हें अपने परिवार या जाति वालों को मैदान में अवश्य उतारना चाहिये। *भेदभाव और जातिवाद की सारी हकीकत सामने आ जायेगी।*
*आजकल प्रयोग धर्मी लोग मूल समाज की जातियों पर तमाम तरह के प्रयोग कर के उनकी प्रतिक्रिया जानने का प्रयास कर रहे हैं। जैसे जातियों के नाम पर कला बोर्ड बनाना, कोई जातियों के नाम पर पुस्तकें लिख रहा है पर अपनी जाति पर नहीं लिख रहा है, कोई सोशल मीडिया पर नये संविधान की रूप रेखा फैला रहा है आदि आदि।*
यह सब प्रतिक्रिया जानने के प्रयास हैं कि मूल समाज के लोग किस हद तक गुलाम बनाये जा सकते हैं और इन कामों को मूल जातियों के लोग ही सबसे ज्यादा प्रचारित कर रहे हैं। अर्थात जो प्रचार प्रसार का काम उन्हें करना चाहिये वह काम मूल जातियों के लोग ही कर देते हैं औेर ये गुलाम जातियाँ ही उस पार्टी विशेष में घुस घुस कर खूब तमाशा देख रही हैं। इससे स्पष्ट देखा जा सकता है कि ऐसे गुलामों को आज भी गुलामी का अहसास नहीं है।
*ऐसे लोग यदि अपनी जाति के नाम पर खाने का होटल खोल लें तो शायद कभी भी अपने आपको हिन्दू नहीं कह पायेंगे। इसे समझने के लिये एक उदाहरण और भी दिया जा सकता है कि अनुसूचित जाति या अन्य पिछड़ा वर्ग के जो लोग नौकरियाँ पाकर शाहर में बस गये हैं, जाहिर है गाँव में सवर्ण समाज के कुछ मित्र अवश्य होंगे, वे शहर में आपके यहाँ आ कर ठहरेंगे और आपके यहाँ खाना भी खायेंगे।
लेकिन जब कभी आप अपने गाँव में घर जायेंगे तो आपके वे सवर्ण मित्र न आपके यहाँ पानी पीने की हिम्मत कर सकेंगे और न आपको अपने घर बुला कर पानी पिलाने की जुर्रत कर सकेंगे।* यह एक ऐसी हकीकत है जो आज भी हमारे आधुनिक कहे जाने वाले समाज में फैली हुयी है। *क्या ऐसी राजनीतिक ताकतों से मुकाबला कर के हम समाज को नयी दिशा की ओर ले कर जा सकेंगे ?*

If a person of one caste is filling water from a well with an earthen pot to fill water, then a person of another caste could not climb the well and fill it. The wells of the upper castes used to be separate in their locality. * An incident is being remembered in Bundelkhand that when Thakurs did not allow the Koris to fill the water earlier and there was a lot of rioting. At that time the landlords who donated their land to Vinoba Bhave were widely publicized. The landlords got a lot of fame. The transfer of land was done in the name of bonded laborers working here. In which those bonded laborers died while working there for life. His children have not been able to free themselves even today.*
The present youth generation is completely unaware of these things. The circumstances and arguments of those who have got jobs are astonishing. They have been seen opposing their parents on casteism* He is deeply friendly with the new youths of the upper caste society of private institutions working with him.
The new youth working in the upper caste society establish a strong relationship with the people working with the people belonging to the scheduled caste and other backward classes, whose family financial condition is fine.
There will be relationships with other people but in a limited range. * People belonging to Scheduled Castes, Scheduled Tribes and Shudras can enter the temples without specifying their caste. There is no discrimination, it is said and this is also true to some extent.* But by revealing caste, entry is not allowed there.

All these reactions are attempts to know the extent to which the people of the native society can be enslaved and these works are being publicized the most by the people of the native castes.

If such people open a hotel to eat in the name of their caste, then perhaps they will never be able to call themselves Hindu.
